Canada Immigration Level Plan 2023 – 2025 announced!

The Canadian government has just released the Immigration Level Plan for 2023 – 2025. The new & improved immigration level plans will act as an immigration guide and outline the immigration targets projected over the next three years. According to the new Canada Immigration Level Plan, the Great White North will seek to welcome over 1.5 million new immigrants by 2025. 

New Immigration Targets Released

Drastic labor shortages have led many from around the world to turn to immigration as a path forward in addressing such shortages. The updated target immigration is a strategy to help employers in Canada find potential workers. It aims to attract the skills required to fill key sectors in the country including Healthcare, Skilled Trades, Manufacturing, and Technology. This will, in turn, help to manage the social and economic problems currently being faced by Canada. 

Canada will increase the number of new immigrants to the country over the coming three years. According to the plans, Canada will aim to welcome 465,000 new immigrants in 2023, 485,000 new immigrants in 2024, and 500,000 new immigrants in 2025.

The plan also focuses on attracting newcomers to different regions of Canada – including small towns and rural communities. It aims to increase intakes in regional programs such as through the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot. 

Last year in 2021, Canada broke it’s all-time record by welcoming over 405,000 new immigrants – and is now looking to surpass the intake numbers by admitting nearly 432,000 new immigrants this year.

Express Entry and PNP Targets Will Rise in Canada

Launched back in 2015, Express Entry is Canada’s key immigration pathway to apply for Canada PR from India. It currently manages three economic immigration streams: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

The objectives for Express Section under the 2023 – 2025 arrangement under Express Passage including Head Candidates, Mates, and Wards will ascend to 82,880 out of 2023, 109,020 out of 2024, and 114,000 out of 2025.
The second-most favored Canadian migration pathway, Common Candidate Program (PNP) will be one more driving admission pathway for financial workers

According to the new Immigration Level Plan 2023-2025. The targets for Express Entry and PNP (including principal applicants, spouses, and dependents) will rise as follows: 

Express Entry

  • 82,880 in 2023
  • 109,020 in 2024
  • 114,000 in 2025

Provincial Nominee Program

  • 105,500 in 2023
  • 110,000 in 2024
  • 117,500 in 2025

Refugees and Humanitarian Targets

Immigrants falling under the Refugees and Humanitarian Classes have also been allocated under the 2023 – 2025 plan. CA has long been recognized as welcoming country for asylum seekers, displaced persons feeling unsafe situations in their home country.

Owing to its ongoing efforts to complete several campaigns such as inviting over 40,000 refugees from Afghanistan. Canada currently has high humanitarian class targets. The overall refugee class target will be over 76,000 new landings in each of 2023 and 2024. Before dipping to 72,750 in 2025. Similarly, the humanitarian class target will seek to welcome 16,000 in 2023 and 8,000 in 2025. 

Why is Canada welcoming 1.5 million immigrants?

Historically speaking, Canada has welcomed a high number of immigrants to support and sustain its economy. At present, Canada is facing a drastic labor shortage alongside one million job vacancies and an aging population. 

CA is eminent for its enticing situation on development, requiring more homeless people in the country with very sturdy residency to fill the financial opening left by gen X-ers who are consistently leaving the workforce

According to statistics, the number of job openings in Canada reached an all-time high at nearly one million. There was a significant increase of 2.7% from previous peak in last quarter of over 80% above pre-COVID-19 pandemic levels. This has been the highest-ever recorded in recent years. 

Vacancies continue to rise in specific sectors in Canada, where some of hardest-hit sectors include Healthcare and Social Services sectors. As Canada faces a massive shortage of skilled workers. Many employers in Canada are struggling to find the right people to fill in the rapidly increasing job vacancies. 

To address the same, the Canadian government has turned to the Canada Immigration Level Plan 2023 – 2025.
